This baseline assessment analyzes the capacities of Kosovo’s shelters and Centers for Social Work (CSWs) to support survivors of gender-based violence (GBV) and domestic violence (DV).
Through a combination of desk research, interviews, and questionnaires, the report identifies major barriers—such as resource limitations, staffing issues, and lack of systemic coordination—that undermine the services these institutions offer. It also focuses on legislative challenges and cultural factors that influence both survivors’ needs and service delivery.
This assessment concludes with recommendations for addressing identified challenges of both institutions and suggests areas for future research to support GBV survivors more effectively in Kosovo.
