This report explores the international approach on the one hand, and the gaps in Kosovo’s legaland institutional frameworks in addressing OGBV on the other. It focuses on the country’sability to respond to the evolving nature of digital abuse.
While Kosovo has made some progress in aligning its laws with international standards, the legal framework remains insufficient in addressing the full spectrum of OGBV. Current laws inadequately cover newer forms of abuse, such as cyber harassment and doxing, which hinders effective institutional responses.
